It turns out that these spikes are not misplaced at all. They are put there in case the moving blocks in the area end up pushing you into the wall. From where you can't escape, so they pasted spikes there to kill you should this happen.
This proves, at the very least, that Sonic Team always had sloppy, buggy programming in all of their games.
