This is an UNRELEASED Sonic title for the Genesis...need I say more?  As I understand it, this game eventually became Sonic Chaotix which was only released for Sega's 32X in what was likely a way to "force" people to buy a 32X.  Apparently, development began on this title as the next in the Sonic the Hedgehog series for the Genesis.  During it's development, the 32X was released and the decision was made to make this title exclusive to the 32X.

The game is incomplete but playable.  Sonic and Tails are tethered together and must navigate the worlds as a team.  My guess would be that the game is about 80% complete.
